Critically examine the statement “The Responsibility to Protect (R2P) doctrine is ultimately rendered powerless by the principle of national sovereignty”  and concludes  that intervention is not powerless against sovereignty because it is carried out with or without consent by drawing on case studies  of East Timor, Rwanda, Kosovo, Libya, Syria, etc and the literature published since these events.

I will be critically examining the statement “The Responsibility to Protect (R2P) doctrine is ultimately rendered powerless by the principle of national sovereignty” in the following paragraphs and reaching the conclusion that the Responsibility to Protect doctrine is not rendered powerless because of the principle of national sovereignty because intervention through using the R2P doctrine can be carried out with or without consent of nation-states concerned. I arrived at this conclusion through the following arguments.
 
Sassen (Sassen, 2015) identifies two distinctive features of every state in the modern world – sovereignty and exclusive territoriality.  (Jackson, 1999) explains modern states will consider their sovereignty very important as the state derives its legitimacy from the principle of sovereignty and the political order of our current world order springs from this legitimacy. The principle of sovereignty is what authenticates the authority of the governments of modern states both domestically and internationally.  This is the reason why the principle of sovereignty is the grundnorm or basic norm in international relations because international relations between modern states take place between governments as opposed to relationships between monarchs which used to be the case even up until a century ago. 
 
The sovereignty of the nation-state is, therefore, a relatively new concept less than a century old in international relations. It is also a principle that has become extremely important in the modern world, where communication and relationships between nations have gone through not just one, but many paradigm shifts. We live in a globalized world today; telecommunications have made communication between every part of the globe instantaneous and removed the isolation that existed between people and nations that has existed for the major part of human history. The whole earth is seen today as a global village. The basic norm that governs the inhabitants of this global village thus acquires importance that is unsurpassed in the history of humanity………………
